This given article looks at the experience of national building on the post-Soviet territory conditions after dissolution of the Soviet empire. And it became in terms of experience of the Republic of Kazakhstan. Under imperial experience of national development of the former Soviet republics in article following phenomena are as follows: First is the continuity of many elements of an ethnic course of Russian empire in the national policy of the Soviet Union. Secondly, circumstance, which dissolved the Soviet Union, became possible in many aspects because of opposition of its non-Russian ethnic groups to imperial character of the Soviet national policy, to consciousness of Russian ethnic groups, its leadership in social structure of the Soviet society.

At the moment in the Republic of Kazakhstan children with disabilities are under special attention. Care for children with developmental disorders is defined by the following state documents: Message of the President to the people; Law on Education; On support of children with disabilities through social, medical and educational adjustments; and others. These documents contribute to the development of effective assisting system in development of this kind of children, teaching, education, accustoming to the work, as well as solving the problem of their professional training, identification of problems of developing correctional and educational character, variety of actual problems, aimed at preventing disability of children are placed in number of priority tasks. In the article the features of the update of the content of higher social education are shown. An important innovation in teaching the subject “Self-knowledge” is to use 4 “T-s” - trust, tradition, transparency, tolerance. The program of the discipline “Self-knowledge” is based on competence approach, where such competences as general, special, instrumental, interpersonal and systemic are allocated. In the given work are presented, economic aspects of the Eurasian Economic Community, economic integration on the Eurasian space substantially depends on a consolidating role of Kazakhstan in strengthening and realization of rather fruitful ideas of EvrAzEC, it recognizes already many officials of the countries—participants of the CIS and the near abroad. Mutual relations within the limits of the integration union should be based on a priority of strategic interests over current problems, on collectivity accepted decisions one participants of the union. The Euroasian economic union—the international integration economic association, the contract on which creation on the basis of the Customs union of EurAsEC is signed on May 29, 2014 will come into force since January 1, 2015.

Background/Objectives: The article presents the history of the court of biys in the Soviet period. Methods/Statistical Analysis: The authors note that after political and legal reforms of the Russian Empire in the 19th century, the court of biys was not subject to deep transformation. It continued to be a means of regulation of social relations in the Kazakh society. Also, various legal practices - adat, Sharia law, Russian law, gradual incorporation of local cultural and legal space into the Imperial. However, the state of the court of biys began to change with the Bolsheviks’ rise to power. Findings: In the beginning populist slogans of the Soviet regime about universal equality and equal rights of all the nations formerly being the part of the Russian Empire, weakness and lack of knowledge about government of nomadic peoples made the Bolsheviks to tolerate legal customary practices of local nations. In those years courts of biys continued to exist as Aqsaqal (arbitral) courts and councils. However, with the establishment of the power, the Bolsheviks headed for complete abolishment of all the traditional institutes of the Kazakh society. The government adopted several documents aimed at first at weakening and then at abolishment of legal customary culture of the nation. The measures of the Soviet government revealed persistence of the experience and knowledge in the national conscience. Applications/Improvements: Thus, during the first decade of Soviet period the government went from support of traditional Kazakh court over to gradual abolishment and interdiction of their activity in the territory of Kazakhstan. The purpose of this work is to show the role of mythologized history in the management of modern political processes in Kazakhstan and Kyrgyzstan. The article analyses the causes of appearance of mythologized histories in the two republics of Central Asia, Kazakhstan and Kyrgyzstan. The article evaluates the function and instrumental character of this phenomenon. Authors have demonstrated in a lot of examples that mythologized history is one of the tools by which an attempt is made to control the political process. Mythologized history plays an important role in both countries. It cannot be argued that this phenomenon is understood and interpreted in full. In any case, this phenomenon requires further study.

Shifts in Governance of Universities in Kazakhstan: the Case Study

During the last several decades shifts in university governance have affected universities throughout the world. The five dimensions which offer a perspective to provide an analytical description of shifts in governance are state regulation, academic self-governance, competition, managerial self-governance and stakeholder guidance. We used the five dimension model for the analysis of shifts in governance of higher education institutions in the Republic of Kazakhstan as the methodological background of our research. The main method used in the research was a case study of one of the Kazakhstani universities – the Kazakh State Women’s Pedagogical University. In our study we refer to a long-term strategy “Kazakhstan 2050”, Law of the Republic of Kazakhstan on Higher Education, the Development Strategy and SWOT analysis of the financial and economic sustainability of the Kazakh State Women’s Pedagogical University. Results indicate that shifts in governance of Kazakhstani universities follow the global trends observable in contemporary academic world.

The problem of inclusive education is complex, debatable, but the main thing is that it is really a social issue because it affects the interests of a large number of people. The international community relates inclusive education to the category of legal issues as it calls upon the human right to quality education throughout life. Inclusive education is the state's policy that aims to remove barriers and enable all children to take an active part in education. Inclusive education is just beginning to develop in Kazakhstan. While school is not ready for serious reforms, it can and should take steps forward. Methodological provision for the inclusive educational space is still at the stage of primary development and testing, which considerably complicates the process of introducing practical solutions as methodological support requires a solid empirical base. Further improvement of the system of inclusive education for children with special educational needs requires, first of all, deep scientific understanding and modeling; also, all possible positive and negative consequences should be forecast.

Organization of teaching practice of future primary school teachers in the context of dual training system

Purpose The purpose of this paper is to bare the peculiarities and challenges of the dual training (DT) of the future primary school teachers in the Republic of Kazakhstan. The above-mentioned problem is quite urgent, as the system of VET and DT is a rather new experience for Kazakhstani system of higher education. Thereby, the paper makes an effort to demonstrate the forms of organization of DT at teachers’ training university. Design/methodology/approach The instruments for gathering information (data) for this study were various primary school teachers’ training curricula adopted by Kazakh State Women’s Teacher Training University; in particular, curricula of teaching practice. Various types of teaching practice during the entire learning period are provided by the state educational standards of higher professional education. Therefore, the research utilized a retrospective analysis that allows identifying the nature and specifics of the primary school teachers’ training curricula. Findings The paper points out the necessity to strengthen practical orientation of future primary school teacher through the synthesis of academic and educational processes (in school). It also presents the differences between the organization of teaching practice based on traditional and dual approach. Originality/value The authors suggest project curriculum of continuous teaching practice during the entire learning process on the example of the specialty 5B010200 Pedagogy and methodology of primary education in the context of DT and some results of its implementation.
