    Search and Implementation of Innovation in Educational Institutions

    Problem Statement: Problem of innovation is a major component in the development of professional educational institution. Innovative activities not only excite a competitive process but also determine multifunctional aim: preparation of qualified specialists of appropriate level and profile, whose competence and advance knowledge of profession meet the world standard. Purpose of study: To estimate the intensity of innovative activity, and identify the factors which contribute and prevent the spread and development of innovations. Research methods: Following methods were used: method of theoretical analysis, interview, and analytical and statistical data processing. Collection of initial information was carried out on the basis of gathering the informative database with the help of checklists and questionnaires. These activities had been carried out at the State Women University and Kazakh University of International Relations and World Languages. Findings: In the process of evaluation of the quality of the innovative activities, following results were taken: 5% of the respondents consider that the innovative activities are carried out at a high level; 37% - it is mostly at a high level; 49% consider that they are carried out positively only in some fields, in others not; 6% considers that the activities are carried out at a low level; 3% of the respondents state the fact that the innovative activities are not carried out at all. According to expert's assumptions, the above- mentioned data is overestimated. One of the main negative factors that block the implementation of the innovative activities, according to the expert's view, are the contradictions between the possibilities and the real ‘status quo’ of the issue among the pedagogical community in accepting everything new. Conclusions: The analyses of findings show: potentially effective activities are carried out in a limited sphere and changes slowly. Limits for modernisation imply the lack of appropriate technologies and absence of full conditions to overcome them.     Based on researches of sociologists, economists and mathematicians the authors of this article determined special aspects of mathematical forecasting of dynamic systems and specifics of drawing up prognostic scenarios for development of a higher education institution (“HEI”). Interrelations of main contemporary trends in the development of HEIs to ensure their sustainability were defined: expansion of academic freedoms, introduction of autonomy and strengthening of social responsibility. We want to note that the forecast is a probabilistic assessment of future results of education system, ways of its development, resources and organizational actions necessary for its sustainability. In the process of drawing up forecasts for development of education system, it is necessary to comply with methodical principles and the principles of social forecasting. Moreover, application of methods of mathematical modeling to social processes implies strict requirements to the methodology of such modeling. There are three established directions in it: linearly extrapolative methodology; the Forsythe methodology based on collective expert assessment; the methodology based on cyclic genetic laws of development. Equations on indicators characterizing the academic results of a HEI were generated. The above academic results are components of the sustainable development of a HEI and are necessary to develop a real system of forecasting sustainable development of a HEI under the conditions of its privatization.

Сонымен қатар, дәстүрлі мәдениет тәжірибесі -қазақ билерінің тәсілдері конфликттерді конструктивті шешу перспективасы ретінде қарастырылып, олардың психологиялық ерекшеліктері анықталды. Бастапқы эмпирикалық зерттеу Абай атындағы Қазақ ұлттық педагогикалық университеті-нің гуманитарлық және жаратылыстану мамандықтары студенттерінің психологиялық ерекшеліктерін салыстырмалы түрде талдауға мүмкіндік. Эксперименттік топта жүргізілген әлеуметтік-психологиялық тренингтер кешені студенттердің конфликттік жағдайларда халық-тық даналықты тиімді қолдану тәсілдерін игеруіне ықпал етіп, өзін-өзі танытуына оң әсер етті.Зерттеу нәтижесінде оқу процесінде туындайтын конфликттік жағдайлар проблемаларды тиімді шешуді, қарым-қатынастарды реттеуді және үйлесімді тұлғааралық қатынастарды орна-туды қажет ететіні анықталды. Университеттерде кездесетін конфликттік жағдайларды болдыр-мау үшін біз кейде халықтық даналық пен әзілді қолдану пайдалы деген қорытындыға келдік.

    DIGITAL ETHICS CODE AS A TOOL FOR DEVELOPING NETWORK COMMUNICATION CULTURE IN UNIVERSITY ONLINE COMMUNITY

    The article presents a study of the digital ethics code phenomenon in the context of university online community functioning. The analysis of international regulatory documents governing ethical principles in the digital environment was carried out, with emphasis on «Ethically Aligned Design», «Ethics Guidelines for Trustworthy AI», and corporate artificial intelligence principles of leading technology companies. The digital ethics evolution was conceptualized through the lens of fundamental works by N. Wiener, J. Weizenbaum, and L. Floridi, who laid the theoretical and methodological basis of modern digital ethics. Based on a comparative analysis of the regulatory experience in digital ethics in Russia and Kazakhstan, the necessity of implementing a digital ethics code in the university environment is argued. A three-component methodological model of the code has been developed, integrating axiological, deontological, and praxeological aspects, aimed at forming a sustainable network communication culture of the academic community. The research contributes greatly to the development of theoretical foundations of digital ethics and offers practical recommendations for implementing ethical norms in the digital educational environment. The research results may be used in developing local regulations of higher educational institutions and improving the mechanisms for regulating online communication in the academic environment.

Кәсіптік бағдарлаудың негізгі мақсаты оқушы жастардың жеке басын кәсіби түрде анықтау үшін қажетті дұрыс таңдау жасауға көмектесумен анықталады. Оқушылардың кәсіби бағдары мамандықтар әлемін түсіну жүйесін қалыптастыруға ғана емес, сонымен қатар жоғары сынып оқушыларының өз қабілеттеріне, маңызды қызметте алға қойылған мақсаттарға жетудің құралдары мен жолдарын таңдауға, өз қызметін нақты өзін-өзі бағалау мүмкіндіктерін қалыптастыруға жол ашады. Осыған орай, біз мақалада кәсіби бағдар жұмыстарының тиімділігін ЖООны мен жалпы білім беретін мектеп арасындағы қарым-қатынас құру арқылы зерттедік. Зерттеу барысында мектептермен байланысқа түсіп, кәсіби бағдар беру жоспарын бірге құрып, осы жоспрар егізінде кәсіби бағдар беру жұмысы жүргізілді. Кәсіби бағдар беру жұмысын ұйымдастыруда ҚР Білім және ғылым министрлігінің 2018 жылғы 31 қазандағы No600 «Жоғары және жоғары оқу орнынан кейінгі білімнің білім беру бағдарламаларыныңғ іске асыртын білім беру ұйымдарына оқуға қабылдаудың үлгілік қағидаларын бекіту туралы» бұйрығы, Кешенді тестілеуді өткізу қағидаларын бекіту туралы ереже, Қазақстанның жаңа кәсіптер атласы негізге алынды. Сонымен қатар, мектептермен бірігіп оқушылар, ата-аналар арасында кәсіби бағдардлау жұмыстарын құрылған жоспар бойынша жүзеге асырдық. Оқушылардың сапалы кәсіби бағдарлануы мақсатында жалпы білім беру мектептерімен ЖОО-дар арасындағы ынтымақтастықты жетілдіру мәні зор.
